The junior GPA of the junior class has big weight. If earlier years had low grades, strong grades here can raise the average and show progress. Admissions advisers like to see a rise in the curve of grades what creates a strong positive impression 4.0 in the junior year a lot beats staying at 3.2, especially if you have a good explanation or story about personal growth.

For students with average GPA, the junior year is a chance to pay back the old things that caused troubles. Pay attention in the courses and do the tasks, and you will reach 3.5 or more for junior and senior year. How to Raise Your GPA in Junior Year
Raising GPA is mathematically complex. 3.8 without weights maybe not possible if the early grades were too low. For instance, 3.5 for ninth and tenth classes, followed by 4.0 in junior year with same number of courses, would bring it to 3.667.
